True costs
At the moment those who are part of the transport system do not always pay for the costs they incur. External costs and external benefits are not included in the price of mobility. The polluter-pays principle, however, only is effective if all costs are taken into account. If true costs are paid, this influences the individual choice of transport modes and improves competition between different means of transport which, in turn, leads to more efficient transport.
